NEW PROVISIONS FOR ENTRY INTO HONDURAN TERRITORY
[/vc_column_text][us_separator][vc_column_text]Due to the current situation regarding the COVID-19 pandemic and the worldwide approval of vaccines against it, many countries are advancing in the process of applying the doses necessary for their effectiveness. This is promising for the total reopening of borders, the economy, and life in general as we knew it. Last Wednesday, June 2, through Executive Decree Number PCM-052-2021, Article 2 of PCM-077-2020 was amended, which ordered the reactivation of commercial air transport and established new provisions for entry and exit to Honduran territory. At the same time, Executive Decree PCM-053-3021 amended Article 2 of PCM-097, which ordered the Gradual and Conditional Reopening of Honduras' Land Borders for the entry and exit of nationals and foreigners. Entry into the country is authorized, requiring (in addition to those already established in the Foreign Immigration Law) only the original vaccination card verifying the full dose of each existing vaccine. Likewise, a special provision is added for returning irregular Honduran migrants, who will be allowed entry into the country upon presentation of negative results from a Rapid Test or any other existing COVID-19 test. Otherwise, they will undergo a clinical evaluation by the staff of the International Health Office (OSI), who will issue a clinical opinion regarding the diagnosis, and if necessary, the traveler will undergo mandatory quarantine as determined by the Health Authority. The reform also facilitates the entry of travelers who are part of brigades or specific tasks of the military force, especially Joint Task Force-Bravo, who will only need to present the negative result of the simplified Cue COVID-19 test, 72 hours before the trip. Regarding foreign crews who only enter the territory in transit to travel to another country, they are exempt from presenting a COVID-19 test, observing only compliance with the provisions of Circular No. 022-2020 issued by the Honduran Civil Aeronautics Agency, which deals with the treatment of foreign crews during their stay in national territory. This mandates avoiding contact with the public and the rest of the crew and, primarily, complying with the relevant biosafety measures. With hopes for the prompt vaccination of a considerable portion of the population, we are beginning to see how restrictions on individual freedoms of movement, association, and assembly are gradually easing, which is a great relief for everyone's economy and mental well-being. However, the State of Emergency continues, and it is everyone's responsibility to act in accordance with the biosafety measures recommended by experts, as well as to stay informed of the legal provisions that are being implemented.
